Hugo Chavez' Address / El Discurso de Hugo Chávez

An unusual meeting took place at the United States Capital Building between a group of US legislators from the fascist right and Latin American leaders from the rightwing oligarchy and coup promoters to discus the overthrow of the governments of Venezuela, Bolivia, Ecuador and Nicaragua.
 
The meeting took place a few days before the gathering of Defense ministers from the western hemisphere in Santa Cruz, Bolivia, where, on November 22, President Evo Morales delivered an energetic denunciation.
 
The meeting was not to discuss a slanderous media campaign, a common strategy seen in the imperialist policy, but rather to discuss a conspiracy that, without doubt, would lead to inevitable bloodshed in Venezuela. The experience I have gathered over many years leaves me with no doubts over what would happen in Venezuela if Chavez were assassinated. There would be no need to devise a plan against the president; a mentally disturbed individual, a drug addict, or the violence associated with drug trafficking would be enough to generate an extremely serious situation in Venezuela. Analyzing the situation from a political perspective, the activities and practices of the reactionary oligarchy that owns the powerful media outlets and are encouraged and financed by the United States would inevitably lead to bloody confrontations in the streets of Venezuela. These are the obvious intentions of the Venezuelan opposition, which openly sows hate and violence.
 
Guillermo Zuloaga —the owner of one of the television channels that is in opposition to the Bolivarian Revolution and a fugitive of Venezuelan law— is one of the conspirators who participated in the meeting of US congresspersons called by Connie Mack and Ileana Ros-Lehtinen.  Ros-Lehtinen is of Cuban origin and is known for her affiliation with the Batista dictatorship. She is called the “ferocious wolf” by our people because of her repulsive conduct during the kidnapping of Elián Gonzalez and her refusal to hand over the boy to his father. The republican congresswoman is a symbol of hate and resentment towards Cuba, Venezuela, Bolivia and the rest of the ALBA countries; in addition, she recently defended the coup d’état government in Honduras that was condemned by the majority of countries in the Americas. She will almost certainly by elected as the president of the House Foreign Affairs Committee.
 
The Bolivarian Government of Venezuela faced a serious and provocative challenge. It was a very delicate issue. I wondered what Chavez’ reaction would be. The first energetic response was from Evo Morales in his brilliant and heartfelt address that was broadcast in Cuba. Two days ago, on November 23, it was announced that Chavez would address the issue in the National Assembly.
 
The act was convened for 5 p.m. and began precisely at the scheduled time. The addresses that were delivered were energetic. The activities concluded barely two hours after they began. Venezuelans had taken the issue very seriously.
 
Chavez began by mentioning the names of numerous people present and after joking with the new world champion in Katá and about the game between two professional teams, Chavez went to the matter at hand:
 
“…I am, really, really, truly, going to be brief. It has been said, well, the document that has just been read by representative Roy, thank you Roy, Roy Daza, for reading the document, not only in defense of Venezuela, as has been said here, as Eva said. No, we are going out to defend the human patrimony; one can even say to defend the future of humanity.
 
“I have brought some books […] This was the same copy, it’s a bit worn, that I held up in the United Nations: Chomsky, Hegemony or Survival: —I continue to recommend this book— The American Empire Project, Noam Chomsky. Eva mentioned it and we are reminded of this great of critical thinking, of creative thinking, of philosophy, of the struggle for humanity.
 
“I have the continuation of this book, Failed States: The Abuse of Power and the Assault on Democracy. In this book, Chomsky sets out the thesis that the first failed state in the world is the United States, a failed state, a real threat against the entire planet, the whole world, and the human species.
 
“Here is a part of the interview, of the conversations, where Chomsky reflects on Latin America and Venezuela, in a very brave, objective and generous way, defending our revolutionary process, defending our people, defending the right we have and that we are exercising to follow our own path, as all the peoples of the world have; a right that the Yankee empire has ignored and will try to continue to ignore.
 
“Right in the federal Capitol (I think it is called), right in Washington, they held a terrorist summit: a summit, a mob (as Argentines and Venezuelans would say), a genuine gang of criminals, cons, terrorists, thieves, delinquents, who met and, backed by ‘prestigious’ figures from the establishment, not only from the ultra republican right, but also from the Democrat Party, openly launched —as has been commented on here, Eva said it, Roy expressed it in the brilliant document he read, a State document, a national document— a threat against Venezuela, against the countries and peoples of the Bolivarian Alliance.

“From here we send greetings to Evo Morales, a brave colleague and comrade, and to the people of Bolivia.
 
““From here we send greetings to Rafael Correa, a brave colleague and comrade, and to the people of Ecuador.
 
“From here we send greetings to Daniel Ortega, the comandante president, a brave colleague and comrade, and to the people of Nicaragua.

“From here we send greetings to Fidel Castro and Raul Castro, and to the courageous Cuban people
. 
“From here we send greetings to the Caribbean people, to Roosevelt Skerrit and the people of Dominica, brave leaders; Saint Vincent and the Grenadines; Ralph Gonsalves, Spencer, to the ALBA peoples, to the peoples of the Bolivarian Alliance, to their governments,  to our governments, and, of course, from here, greetings to the fierce people of Venezuela, our commitment and our call to unity to continue fighting for the future of our homeland, for our independence, whose original constitution —our president, Cilia, already mentioned this— dates back 200 years.
 
“We are entering into 2011 and we will prepare from all perspectives —spiritual, political, moral— to commemorate 200 years from that first Congress, from that first Constitution, the first in Latin America, the birth of the First Republic, the birth of the Venezuelan homeland, much more than just July 5, it is all of 2011, and the beginning of the revolutionary war of independence led first by Miranda, then Bolivar and the great men and women who gave us our homeland.
 
“The document read by Roy Daza begins with a quote from Bolivar from a letter to Irving, a US agent that came here to demand the return of those ships that Bolivar and his troops had seized in the Orinoco because the United States were sending him arms and supplies.
 
“That is nothing new, Eva, all that you have denounced about sending millions of dollars, logistical support, none of it is new. No. From way back then, the United States government was already sending arms and military supplies to the Spanish imperialist troops. It is well known. Part of this history is retold by that good Cuban writer, Francisco Pividal, in another book I never stop recommending, Bolívar, pensamiento precursor del antimperialismo. The book can be read in one sitting. And it contains an extraordinary set of quotes. You already mentioned one of them.
 
“But in one of those letters that Bolivar sent to Irving, I think it was the last one he sent him, when Irving had begun to threaten him with the use of force, Bolivar writes: I will not be provoked, not even by the use of that language. I only wish to express to you, Mr. Irving, —It is written there, I am paraphrasing, because it is the idea, the dignity of our father Bolivar that permeates, that is important in this hall full of magic, symbols, homeland, dreams, hope and dignity. Bolivar tells him: You should know, Mr. Irving, that more than half or half —this was in 1819, after almost a decade of war to the death— or almost half of Venezuelans have died in the fight against the Spanish empire, us, the other half that is still here, we are eager to follow this same path even if Venezuela has to take on the whole world to gain its independence, its dignity.
 
“That was, that is, Bolivar, and here we are, his sons and daughters, Maria, prepared to do exactly the same. The whole world should know that we are ready to do exactly the same. If the Yankee empire, with all its might, which is no laughing matter, no, it is very serious —as Eva rightly advises—, if they decide to attack, continue to attack and openly attack Venezuela in an attempt to stop this revolution, we are here waiting ready, you should be aware Mr. Empire and your numerous embodiments that we are prepared to do exactly the same: to die, all of us, for our homeland and dignity!
 
“It would be interesting to ask, in that terrorist summit that was held in Washington, with the participation of a few Venezuelans, Bolivians and people who have practiced genocide —as a good journalist did ask yesterday during an interview—, it would be good to know what passport these delinquents are using, where did they enter, if any of them are part of Interpol’s code red. They arrived without any problems; they arrived and travelled through the streets of Washington, where their presence was celebrated. This is why Noam Chomsky is right. I repeat with Noam Chomsky: the United States is a failed state that acts outside of international laws, that respects absolutely nothing and that, furthermore, feels it has a right to do so, it doesn’t answer to anyone. It represents a threat not only to Venezuela and the peoples of the world, but to their own people, a people that is permanently attacked by this anti-democratic state.
 
“For example, and this is barely a summary. You've heard of Wikileaks, right?
 
“What will that woman representative, that fascist who calls us, Evo, Correa and me, outlaws? She is the outlaw, a fugitive that the Venezuelan courts could easily file for extradition for committing crimes and conspiring, and many other things, against our nation’s sovereignty. She is an outlaw. It is time to expose her to the world along with the other outlaws.
 
“What will these outlaws say about this, for example?
 
“I read:
 
“’What will the United States Parliament say about these reports, about those secret documents that have now been published on WikiLeaks? What impact will WikiLeaks have? The same as Chavez Candanga.
 
“’On March 15, 2010, Wiki Candanga published a United States Defense Department report on several leaks broken by this Webpage that had to do with US interest and the report proposed several ways to marginalize it: a video of journalists being assassinated.’ I have here some of the documents, they are public. We will have to see if some authority in the United States takes some sort of initiative to address these crimes, or these alleged crimes, correct? I am not a judge to rule on it, on these alleged serious crimes committed by citizens, civilians, soldiers, and the government of this country.
 
“I read: ‘On April 5, 2010, WikiLeaks published a video showing US troops killing a Reuters’ reporter, Namir Noor-Eldeen, his assistant and nine others. It is clear that none of these made threats to attack the Apache helicopter from which they were shot. Although the Reuters news agency requested the video on numerous occasions, it was denied until WikiLeaks got this unpublished video, and put the US military machine in check.”
 
“Well, put in check so to speak, at least morally.”
 
“Once again, what will the United Nations say? What if that had happened in an ALBA country? What would happen? What would the OAS, the UN Security Council, or the Human Rights Council say? What would the infamous International Human Rights Court say? We can see the double standard that is measured here for human rights, respect for life, terrorism and all these phenomena.
 
“War diaries from Afghanistan, July 25, 2010, were also published. Records of the Iraq war. Look at this sentence from a few days ago: ‘October 22, 2010’—a few days ago— ‘WikiLeaks made public on its website a summary called Document of the war in Iraq, containing 391,831 leaked documents from the Pentagon, on the Iraq war and its occupation, between January 1, 2004 and December 31, 2009, in which they reveal, among other things, the systematic use of torture, the figure of 109,032 dead in Iraq, of whom 61,081 were civilians, 63%, 23,984 'enemies labeled as insurgents ', 15,196 said to be from the host country.' What a way to visit a country! 'And 3,771 dead coalition force 'friends'. The documents reveal that on average 31 civilians died each day over a period of six years. "
 
"Who investigates this? Who is responsible for this? No, it’s the Empire, the US failed state. I’ll read this sentence: ‘These documents are arranged chronologically and by categories describing lethal military actions that affect the US Army, including the number of people killed, injured or detained as a result of these actions, as well as the precise geographic location of each event, it also details the military units involved and the weapons used.’ Sufficient details for an investigation.
 
 "What will the United States Congress say about this? Our ambassador is in Washington. Are you still working there as an ambassador? Yes, you are the ambassador. To our knowledge nothing has been said, right?
 
“Here it says: ‘Most journal entries were written by soldiers and members of the Intelligence, who listened to the reports transmitted by radio from the front line.
 
“‘Civilian casualties caused by coalition forces. At the same time’, it says here, ‘it has come to light that a large number of attacks and deaths were a result of the troops shooting unarmed motorists, fearing that these were suicide bombers.’
 
“‘A report details how a child was killed and another injured when the car they were traveling in was shot at by troops. In compensation for this attack their families were paid 100,000 Afghanis for the dead child, 1,600 euros.’ Capitalism paid 20,000 Afghanis, 335 euros for the injury and 10,000 Afghanis, 167 euros for the vehicle. And all this is in the reports, which calls them, ‘little tragedies’, ‘little tragedies’. This is the great threat, the greatest threat in the world.
 
“The Yankee empire has clearly entered a phase of political, economic and, above all, ethical decline; but who can deny its great military power, which, combining these factors, make it, the most powerful empire in the history of the world, a much greater threat to our peoples. "Will the US Congress be, starting on January 1, an ultra-rightwing Congress? Well, the Venezuelan Parliament from January 5 must then be ultra-leftwing.

I implore you to introduce a very severe law to prevent this. This should be how we respond to imperial aggression, the imperial threat, by radicalizing our positions, not loosening anything, adjusting positions, picking up the pace, consolidating the revolutionary unity. Not just a parliament that leans much more to the Left, much more radically to the Left, we need a government much more radically to the Left, an armed forces, General Rangel —General in Chief, who will take over Saturday, November 27, Air Forces Day—, that is much more radically revolutionary, together with the people.
 
“There should be no place in our civilians or military ranks for half-measures. Not a single column: radicalize the revolution! And that disgusting stateless bourgeoisie should really feel this. The Venezuelan bourgeoisie, without shame and without a country, should feel this, should know it's unwarranted for one of its most distinguished representatives go to the Congress of the empire itself, to lash out against Venezuela and to continue having a television channel here. And so on, and so forth! The Venezuelan bourgeoisie should know that their aggression against the people is going to cost them dearly, and that they should not be hanging about over there.
 
"I remember —there’s José Vicente Rangel, Maduro and a colleague, thank you for joining us— during Betancourt's government, deputies from the leftist parties were detained without trial or previous notice, without any evidence they were led off to prison, stripped of their parliamentary immunity.
 
"In a few weeks, a group of deputies from the extreme Right will enter this room. Well, you just have to remind them that here there is a constitution. Just as, at one time, the Communist Party of Venezuela, and many other parties, was outlawed here, and the parliamentary immunity of many colleagues was lifted, without proof, some went to the mountains like the great Fabricio Ojeda, who resigned his seat and went to the mountains to give his blood for the revolution and the people. I imagine that this worthy Parliament, having a majority representation from the popular forces, will not accept the rightwing forces coming here trying to subvert the constitutional order.
 
I suppose that the state… I am sure the State will activate all the mechanisms to defend the Constitution and the law against the attacks, giving them no hope.
 
"In short, the threat ... What did they call the terrorist event? 'The threat in the Andes', no?, Nicolás: Danger in the Andes; It’s like the title of a movie, Danger in the Andes; danger in the world, we must raise the alert or rather warn, the danger is global.

"That empire, that failed state that is the United States, despite its immense power and its threats, will end up being a gigantic paper tiger and we are forced to become true tigers of steel, small steel tigers, invincible, indomitable.

There is absolutely no doubt that Chavez, a career military man, but much more committed to dialogue and persuasion rather than force, will not hesitate to prevent the pro-imperialist and anti-patriotic rightwing from trying to deceive Venezuelans into turning against the public police force to spill blood in the streets of Venezuela.
 
In Bolivia and Venezuela, the imperialist mafia has received a response more clear and forceful than they could have ever imagined.

El Discurso de Hugo Chávez 


Una insólita reunión había tenido lugar en el Capitolio de Estados Unidos entre un grupo de legisladores de la derecha fascista de ese país y líderes de la derecha oligárquica y golpista de América Latina.  Allí se habló del derrocamiento de los gobiernos de Venezuela, Bolivia, Ecuador y Nicaragua.
 
El hecho ocurrió pocos días antes del encuentro de Ministros de Defensa de los países del hemisferio, en Santa Cruz, Bolivia, donde el presidente Evo Morales pronunció su enérgica denuncia el 22 de noviembre.
 
Mas no se trataba de una campaña mediática calumniosa ―algo habitual en la política imperialista―, sino de una actividad conspirativa que, con seguridad, conduciría en Venezuela a un inevitable derramamiento de sangre.
 
Por la experiencia vivida a lo largo de muchos años, no albergo la menor duda de lo que ocurriría en Venezuela si Chávez fuera asesinado. No habría que partir de un plan previo contra el Presidente; bastaría un perturbado mental, un consumidor habitual de drogas, o la violencia desatada por el narcotráfico en los países de América Latina, para generar en Venezuela un problema extremadamente grave. Analizando el hecho desde el punto de vista político, las actividades y los hábitos de la oligarquía reaccionaria dueña de poderosos medios de información, alentada y financiada por Estados Unidos, conduciría inevitablemente a choques sangrientos en las calles venezolanas, como son las intenciones claras de la oposición venezolana, sembradora de odio y actos de violencia a ojos vista.
 
Guillermo Zuloaga ―dueño de un canal de televisión opositor a la Revolución Bolivariana y prófugo de la justicia venezolana―, es uno de los conspiradores que participó en la reunión de congresistas convocada por Connie Mack e Ileana Ros-Lehtinen ―de origen cubano y filiación batistiana―, conocida por nuestro pueblo como la “loba feroz” por su conducta repugnante a raíz del secuestro de Elián González y su negativa a entregar el niño a su padre. La congresista republicana es un símbolo del odio y el resentimiento contra Cuba, Venezuela, Bolivia y los demás países del ALBA; casi con toda seguridad el Congreso de Estados Unidos la elegirá Presidenta del Comité de Relaciones Exteriores de la Cámara de Representantes; fue defensora del gobierno golpista de Honduras, repudiado por la mayoría de los países de América.
 
El Gobierno Bolivariano de Venezuela estaba ante un grave y provocador reto. Era un tema realmente delicado. Me preguntaba cuál sería la reacción de Chávez. La primera respuesta enérgica partió de Evo Morales en su brillante y sentido discurso que nuestro pueblo ya conoce hoy. Hace dos días, el martes 23, se anunció que Chávez abordaría el tema en la Asamblea Nacional.
 
El acto fue convocado para las 5 p.m. y comenzó casi exactamente a la hora señalada. Los discursos pronunciados allí fueron enérgicos y precisos. Todas las actividades transcurrieron en apenas dos horas y algunos minutos. Los venezolanos habían tomado muy en serio el problema.
 
Chávez comenzó mencionando los nombres de numerosas personas presentes y, después de bromear con la nueva campeona mundial de Katá y el juego entre dos equipos profesionales de pelota, entró progresivamente en materia:   
 
“…yo voy, en verdad, en verdad, en verdad, a ser breve.  Se ha dicho, díganme, ese documento que ha leído el diputado Roy, gracias Roy, Roy Daza, por esa lectura, ese documento, no solo en defensa de Venezuela, como aquí se ha dicho ya, lo dijo Eva.  No, estamos saliendo en defensa de la patria humana; uno pudiera decir, incluso, en defensa de la posibilidad humana.
 
“Traje unos libros […] Este fue el mismo ejemplar, ya está un poquito desgastado, que yo levanté allá en Naciones Unidas, Chomsky, Hegemonía o supervivencia —sigo recomendando este libro—:  La estrategia imperialista de Estados Unidos, Noam Chomsky.  Eva lo mencionaba y nos recordaba a este grande del pensamiento crítico, del pensamiento creador, de la filosofía, de la lucha por la humanidad.
 
“He aquí la continuación de este, Estados fallidos:  el abuso de poder y el ataque a la democracia.  Aquí, nada más y nada menos, Chomsky plantea la tesis de que el primer Estado fallido en este mundo es el Estado estadounidense, un Estado fallido, una verdadera amenaza para todo el planeta, para todo el mundo, para la especie humana.”
 
            “Aquí hay una parte de la entrevista, de las conversaciones, donde Chomsky sale haciendo reflexiones acerca de América Latina y sobre Venezuela, de manera muy valiente, muy objetiva y generosa, defendiendo nuestro proceso revolucionario, defendiendo a nuestro pueblo, defendiendo el derecho que tenemos y estamos ejerciendo a darnos nuestro propio camino, como todos los pueblos del mundo lo tienen, y el imperio yanki ha desconocido este derecho y pretende desconocerlo.
 
“En el mismísimo capitolio federal —creo que lo llama—, en la mismísima Washington se reunió, se instaló una cumbre de terroristas; una cumbre, una patota —dirían los argentinos, y también los venezolanos hablamos de patota—, una verdadera patota de delincuentes, estafadores, terroristas, ladrones, malandros, se dieron cita, y, además, avalados por ‘prestigiosas’ figuras del establecimiento, del establishment, no solo de las corrientes de la extrema derecha republicana, sino también del Partido Demócrata, y lanzaron —como ya se ha dicho aquí, lo dijo Eva, lo dijo Roy en el maravilloso documento que ha leído, un documento de Estado, un documento nacional— abiertamente una amenaza contra Venezuela, contra los países y los pueblos de la Alianza Bolivariana.
 
“Saludamos desde aquí a Evo Morales, valiente compañero, camarada, y al pueblo de Bolivia.
 
“Saludamos desde aquí a Rafael Correa, valiente compañero, camarada, y al pueblo ecuatoriano.
 
“Saludamos desde aquí a Daniel Ortega, ese comandante presidente, valiente compañero, camarada, y al pueblo de Nicaragua.
 
“Saludamos desde aquí a Fidel Castro, a Raúl Castro y a ese valiente pueblo cubano.
 
“Saludamos desde aquí a todos los pueblos del Caribe, a Roosevelt Skerrit y al pueblo de Dominica, valientes líderes; San Vicente y las Granadinas; Ralf Goncalves, Spencer, a los pueblos del ALBA, de la Alianza Bolivariana, a sus gobiernos, a nuestros gobiernos, y, por supuesto, desde aquí al pueblo bravío de Venezuela, nuestro compromiso y nuestro llamado a la unidad y a continuar batallando por el futuro de la patria, por la independencia, cuya acta original —ya lo dijo nuestra presidenta Cilia— ahí está, el acta original de hace 200 años. 
 
“Estamos entrando ya al 2011, preparémonos desde todos los puntos de vista:  espiritual, político, moral, para conmemorar los 200 años de aquel primer Congreso, de aquella primera Constitución, la primera de América Latina, de aquel nacimiento de la Primera República, el nacimiento de la patria venezolana, mucho más que el 5 de julio, es todo el 2011, y el inicio de la guerra revolucionaria de independencia que comandó primero Miranda, luego Bolívar y los grandes hombres y mujeres que nos dieron patria.
 
“El documento que leía Roy Daza comienza citando una frase de Bolívar en carta al agente Irving, un agente estadounidense que vino aquí a reclamar aquellos buques que Bolívar y sus tropas incautaron en el Orinoco porque Estados Unidos le enviaba armas y provisiones.
 
“No es nuevo, Eva, no es nuevo todo eso que tú denuncias allí de enviar millones de dólares, apoyo logístico.  No.  Desde entonces ya el gobierno de Estados Unidos enviaba armas y pertrechos a las tropas imperialistas de España.  Y es famoso.  Así lo recoge, en parte, ese buen escritor cubano, Francisco Pividal, en otro libro que no dejo nunca de recomendar:  Bolívar, pensamiento precursor del antimperialismo.  Se lee de un tiro.  Y hay un conjunto de citas aquí extraordinarias.  Ya tú señalabas una. 
 
“Pero en algunas partes de algunas de estas cartas de Bolívar a Irving —creo que fue la última que le envió—, cuando ya Irving comienza a amenazarlo con el uso de la fuerza, Bolívar le dice:  No voy a caer en la provocación, ni en ese lenguaje.  Solo quiero decirle, señor Irving —por ahí está escrito, voy a parafrasear, porque es la idea, es la dignidad de nuestro padre Bolívar lo que se impone, lo que importa en este salón lleno de magia, lleno de símbolos, lleno de patria, lleno de sueños, lleno de esperanza, lleno de dignidad.  Le dice Bolívar:  Sepa usted, señor Irving, que más de la mitad o la mitad —era 1819, ya iba casi una década de guerra a muerte— o casi la mitad de los venezolanos y venezolanas ha muerto en la lucha contra el imperio español, la otra mitad de los que aquí quedamos estamos ansiosos de seguir ese mismo camino si Venezuela tuviese que enfrentar al mundo entero por su independencia, por su dignidad.
 
“Ese era, ese es Bolívar, y aquí estamos sus hijos, sus hijas, María, dispuestos a lo mismito.  Sépalo el mundo, estamos dispuestos a lo mismito.  Si el imperio yanki, con todo su poderío, del cual no nos reímos, no, hay que tomarlo en serio —como bien nos lo recomienda Eva—, decide agredir, seguir agrediendo y agredir abiertamente a Venezuela para tratar de frenar esta revolución, aquí estamos dispuestos, sépalo, señor imperio y sus personificaciones, que aquí estamos dispuestos a lo mismito:  ¡a morir todos por esta patria y su dignidad!
 
“Habría que preguntarse, esa cumbre de terroristas que se reunió en Washington, algunos venezolanos, bolivianos, genocidas—como se preguntaba ayer un buen periodista en una entrevista— sería bueno saber qué pasaporte están usando estos delincuentes, por dónde entraron, si algunos de ellos están en el código rojo de INTERPOL. Facilito llegaron, y llegan y se pasean por las calles de Washington, les hacen agasajo.  Por eso tiene razón Noam Chomsky.  Yo repito con Noam Chomsky:  El Estado estadounidense es un Estado fallido que actúa más allá de las leyes internacionales, no respeta absolutamente nada y se siente, además, con derecho a hacerlo, no responde ante nadie.  Es una amenaza no solo para Venezuela y para los pueblos del mundo, sino para su propio pueblo, pueblo que es agredido permanentemente por ese Estado antidemocrático.
 
“Fíjense, aquí apenas un resumen.  Wikileaks, les suena, ¿verdad? 
 
“¿Qué dirá esta señora representante, fascista, que nos llama a nosotros, a Evo, a Correa y a mí, forajidos?  Forajida ella, es una forajida que bien pudiera un tribunal venezolano solicitar extradición de esa forajida por estar cometiendo delitos y conspirando, y muchos otros, contra la soberanía de nuestro país.  Es una forajida.  Señalarla ante el mundo es lo que queda, y a otros forajidos. 
 
“¿Qué dirán esos forajidos sobre esto, por ejemplo?
 
“Leo: 
 
“‘¿Qué dirá el Parlamento estadounidense sobre estos informes, sobre estos documentos que eran secretos y ahora han sido publicados en esta página Wikileaks? ¿Qué significará Wikileaks?  Así como Chávez Candanga.
 
“‘El 15 de marzo de 2010, Wiki Candanga hizo público un informe del Departamento de Defensa de los Estados Unidos, en el que trataba varias filtraciones protagonizadas por esta Web relacionadas con intereses estadounidenses y proponía diversas vías para marginarla:  video de asesinatos de periodistas.’  He  aquí algunos de los documentos, son públicos.  Habría que ver si alguna autoridad en Estados Unidos toma alguna iniciativa ante estos delitos, o estos supuestos delitos, ¿verdad?, no soy yo juez para determinarlo, supuestos delitos graves cometidos por ciudadanos de su país, civiles, militares, por su gobierno.
 
“Leo:  ‘El día 5 de abril de 2010, Wikileaks publicó un video en el que se ve cómo soldados estadounidenses asesinan al reportero de Reuters, Namir Noor-Eldeen, a su ayudante y a nueve personas más.  Se ve claramente que nadie de los presentes hacía amagos de atacar al helicóptero Apache desde el que se les dispara.  Aunque la agencia Reuters solicitó en numerosas ocasiones el video, le fue negado hasta que Wikileaks consiguió este video inédito que puso en jaque al aparato militar de Estados Unidos.’
 
“Bueno, puso en jaque es un decir, ¿no?, al menos moralmente.
 
“Una vez más, ¿qué dirá Naciones Unidas?  ¿Qué pasaría si eso ocurriera en algunos de los países del ALBA?  ¿Qué pasaría?  ¿Qué dirá la OEA, qué dirá el Consejo de Seguridad de Naciones Unidas, el Consejo de Derechos Humanos?  ¿Qué dirá la tristemente célebre Corte Internacional de Derechos Humanos?  Para que veamos el doble rasero con que se mide aquí los derechos humanos, el respeto a la vida, el terrorismo y todos esos fenómenos. 
 
“Diarios de guerra de Afganistán, 25 de julio de 2010, fueron también publicados.  Registros de la guerra de Irak.  Fíjense en esta frase: ‘El 22 de octubre de 2010’
—hace pocos días— ‘Wikileaks hace público en su página web un compendio denominado Documento de la guerra en Irak, contentivo de 391 831 documentos filtrados, desde el Pentágono, sobre la guerra de Irak y su ocupación, entre el 1 de enero de 2004 y el 31 de diciembre de 2009, en los que se rebelan, entre otros asuntos, el uso sistemático de torturas, la cifra de 109 032 muertos en Irak, de los que 61 081 fueron civiles, el 63%; 23 984 'enemigos etiquetados como insurgentes', 15 196 llamados del país anfitrión.’  ¡Qué manera de visitar un país!  ‘Y 3 771 muertos 'amigos', fuerza de la coalición.  Los documentos rebelan que cada día murieron 31 civiles promedio durante un período de seis años.’
 
“¿Quién investiga esto?  ¿Quién responde por esto?  No, es el imperio, es el Estado fallido estadounidense.  Leo esta frase:  ‘Estos documentos que están ordenados cronológicamente y por categorías describen acciones militares mortales que afectan al ejército de Estados Unidos, incluyendo el número de personas asesinadas, heridas o detenidas como resultado de dichas acciones, así como la localización geográfica precisa de cada suceso; además, detalla las unidades militares implicadas y las armas utilizadas.’  Suficientes detalles para una investigación.
 
“¿Qué dirá el Congreso de Estados Unidos sobre esto?  Allá está nuestro embajador en Washington.  ¿Tú eres embajador todavía allá?  Sí, tú eres embajador.  Que sepamos aquí no se ha dicho nada, ¿verdad?
 
“Aquí dice:  ‘La mayoría de las entradas del diario fueron escritas por soldados y miembros de los Servicios de Inteligencia, que escuchaban los informes trasmitidos por radio desde el frente de combate.
 
“‘Víctimas civiles provocadas por la fuerza de la coalición.  Al mismo tiempo’, dice aquí, ‘ha salido a la luz un gran número de ataques y muertes, como resultado de los disparos de las tropas contra conductores desarmados, ante el temor de que estos fueran terroristas suicidas. 
 
“‘Un informe detalla cómo un niño fue asesinado y otro resultó herido cuando el auto en el que viajaban recibió los disparos de las tropas.  En compensación por este ataque se pagó a sus familiares 100 000 afganis por el niño muerto, 1 600 euros.’  El capitalismo paga, 20 000 afganis, 335 euros por el herido y 10 000 afganis, 167 euros por el vehículo.  Y a todo esto lo llaman en los informes, quienes lo redactan, ‘pequeñas tragedias’, ‘pequeñas tragedias’.  Esta es la gran amenaza, la más grande amenaza que hoy vive el planeta.
 
“El imperio yanki, sin duda, ha entrado en una fase de declinación política, económica y, sobre todo, ética; pero quién puede negar su gran poderío militar, lo cual, combinando esos factores, convierte a este, el más poderoso imperio de la historia de la Tierra, en una amenaza mucho mayor para nuestros pueblos.  ¿Qué nos queda?  Ya se ha dicho también: unidad, unidad y más unidad.
 
“¿Que el Congreso de Estados Unidos va a ser a partir de enero un Congreso de extrema derecha?  Bueno, el Parlamento venezolano a partir del 5 de enero debe ser de extrema izquierda.
 
“Y yo les hago un llamado a los diputados y diputadas electas por el pueblo, por los movimientos populares, los movimientos sociales, los partidos de la revolución, tienen un gran compromiso a partir del 5 de enero. 
 
“En verdad que es inaudito, y Eva nos lo recuerda.  ¿Cómo es que aquí se sigue permitiendo que nosotros, teniendo esta Constitución —cuánto costó, cuántos años de batalla, cuánto sudor, cuánta sangre, cuántos esfuerzos; aquí está muy claramente establecido, también está allí en la primera Constitución, la primera acta de independencia y nuestra primera Constitución, somos un país soberano—, a riesgo de que nos llamen otra vez ‘la patria boba o la revolución boba’, o si queremos ser mucho más populares en la palabra ‘la revolución pendeja’; cómo es que nosotros vamos a permitir que partidos políticos, ONGs, personalidades de la contrarrevolución sigan siendo financiados con millones y millones de dólares del imperio yanki y anden por allí haciendo uso de la plena libertad para abusar y violar nuestra Constitución y tratar de desestabilizar al país?  Imploro que se haga una ley muy severa para impedirlo.  Esa debe ser la forma como nosotros debemos responder a la agresión imperial, a la amenaza imperial, radicalizando posiciones, no aflojando absolutamente nada, ajustando posiciones, afincando el paso, consolidando la unidad revolucionaria.  No solo un Parlamento, mucho más a la izquierda, mucho más radicalmente a la izquierda, necesitamos un gobierno mucho más radicalmente a la izquierda, una fuerza armada, general Rangel —general en jefe, que lo ascenderemos por fin el sábado, que es 27 de noviembre, Día de la Fuerza Aérea—, mucho más radicalmente revolucionaria, junto al pueblo.
 
“No debe haber cabida en nuestras filas civiles, militares, para las medias tintas. ¡No, una sola línea: radicalizar la revolución!  Y eso debe sentirlo esta grosera burguesía apátrida, debe sentirlo.  Esta burguesía venezolana, sin vergüenza y sin patria, debe sentir, debe saber que no es gratuito que uno de sus más connotados representantes vaya al mismísimo Congreso del imperio a arremeter contra Venezuela y que siga teniendo aquí un canal de televisión.  Y así por el estilo, ¡y así por el estilo!  La burguesía venezolana debe saber que le va a costar caro la agresión contra el pueblo, y no andar paseándose por allí.
 
“Recuerdo —he allí a José Vicente Rangel, a Maduro y compañero, gracias por acompañarnos— cuando en el gobierno de Betancourt, incluso fueron detenidos, sin juicio previo ni fórmula previa, diputados de los partidos de izquierda, sin ninguna prueba los llevaron a la prisión, les quitaron la inmunidad parlamentaria. 
 
“Dentro de pocas semanas ingresarán a este recinto un grupo de diputados de la extrema derecha.  Bueno, solo hay que recordarles que aquí hay una Constitución.  Así como fue ilegalizado aquí, en su momento, el Partido Comunista de Venezuela, y muchos otros partidos, y les allanaron la inmunidad parlamentaria a muchos diputados, aún sin pruebas, otros se fueron a la montaña como el gran Fabricio Ojeda, quien renunció a su curul y se fue a la montaña a dar la sangre por la revolución y por el pueblo.  Yo me imagino que este digno Parlamento no aceptará, teniendo la representación mayoritaria de las fuerzas populares, que aquí venga la fuerza de ultraderecha a tratar de subvertir el orden constitucional.  Supongo yo que el Estado, estoy seguro de que el Estado activará todos los mecanismos en defensa de la Constitución y de la ley ante las agresiones que no se dejarán esperar.
 
“En fin, la amenaza... ¿Cómo es que llamaron al evento de los terroristas?  ‘Amenaza en Los Andes’, ¿no?, Nicolás; Peligro en Los Andes, es como el título de una película, Peligro en Los Andes; peligro en el mundo habría que advertir o alertar más bien, el peligro es mundial.
 
“Ahora mismo hay una situación, en estos momentos, allá en la Península de Corea.  Cuando yo salí para acá todavía las noticias eran confusas, como confuso fue el hundimiento de aquel buque de Corea del Sur, el Cheonan; pero luego surgieron evidencias de que fue hundida esa nave por Estados Unidos.  Ahora en una pequeña isla, en aquella península dividida por el imperio yanki, invadida, arrasada durante años, hay una situación de tensión, unas bombas, unos muertos y unos heridos.
 
“Fidel Castro tiene varios meses alertando acerca de los graves riesgos de una guerra nuclear.  Hace poco estuve allá, una vez más, y me explicaba, desarrollaba su pensamiento —ya bastante lo conocemos, por supuesto, no hay nada mejor que dialogar— y me decía:  ‘Chávez, cualquier tirito allí en esa zona, llena de armas de destrucción masiva, de armas atómicas, puede escalar a una guerra, que pudiera ser, primero, convencional...’; pero él está convencido de que va directo a una guerra nuclear, que pudiera marcar el fin de la especie humana.  Así que no es el peligro en Los Andes, escuálidos de Washington; el peligro es mundial.
 
“Aquí en Venezuela, como Eva lo decía, se prendió una luz, y en América Latina se prendió otra, se prendió otra y se prendieron otras.  Nosotros podemos decir hoy —no que Venezuela; no—:  América Latina es el continente de la esperanza y el imperio yanki no puede cerrar las puertas de la esperanza.
 
“A nosotros, a los venezolanos y venezolanas, siempre nos ha tocado, por alguna razón, o por algunas razones de distintos signos, estar en la vanguardia de estas luchas, desde hace siglos.
 
“Veo allá el retrato de Miranda, de Bolívar, he allá Martín Tovar y Tovar, Carabobo, y todo eso Roy lo leía y lo decía con pasión:  Va aquí, en nuestros genes, en nuestra sangre.  Parafraseó a Mao, el gran timonel. 
 
“Ese imperio, ese Estado fallido que es Estados Unidos, a pesar de su inmenso poder, de sus amenazas, va a terminar siendo un gigantesco tigre de papel y nosotros estamos obligados a convertirnos en verdaderos tigres de acero, pequeños tigres de acero, invencibles, indomables.
 
“Señora Presidenta, prometí ser breve, y lo dije al comienzo, y lo repito:  Creo que todo lo que había que decir aquí lo dijeron entre Eva Golinger, la valiente mujer, y este valiente caballero diputado Roy Daza, recogido en ese documento que ahora entiendo que va a circular por los cuatro rumbos de Venezuela, y más allá, por América Latina.
 
            “Yo agradezco la invitación a este acto; agradezco el gesto, y solo, como uno más, me sumo a este gigantesco batallón, por decirlo así, en defensa de Venezuela, en defensa de la patria venezolana.
 
“Mirando el cuadro, más que un cuadro la obra monumental de Tovar y Tovar, uno ve la infantería allá, y uno ve la caballería allá.  Inspirémonos allí:  ¡Infantería, calar bayonetas, a paso redoblado!  ¡Caballería, al galope, en defensa de la patria bolivariana, de la Alianza Bolivariana de nuestros pueblos!
 
“¡Abajo el imperio yanki!”, exclamó finalmente, y vivas al ALBA, la Patria y la Revolución.
 
No cabe la menor duda de que Chávez, un hombre de profesión militar pero mucho más apegado a la persuasión y al diálogo que a la fuerza, no vacilará en impedir que la derecha proimperialista y antipatriótica lance a venezolanos engañados contra la fuerza pública para ensangrentar las calles de Venezuela.
 
En Bolivia y en Venezuela la mafia imperialista ha recibido una respuesta tan clara y enérgica que tal vez no imaginaba.
