COMMUNIQUE:

(Published in Revolución, Monday, October 29, 1962)

Prime Minister Fidel Castro issued the following statement to the press:

IN regards to the statement made by President of the United States John F. Kennedy, in a letter to Prime Minister of the Soviet Union Nikita Khrushchev, declaring that the United States would agree, after making adequate arrangements through the United Nations, to eliminate the blockade in force and guarantee that it would not invade Cuba, and in regards to the decision, announced by Prime Minister Nikita Khrushchev, to withdraw the strategic defense weapon installations from Cuban territory, the Revolutionary Government of Cuba declares:

The guarantees, to which President Kennedy refers, that aggression against Cuba will cease, will not exist unless, in addition to the end of the naval blockade as promised, the following measures are adopted:

FIRST: End the economic blockade and all commercial and economic measures implemented by the United States around the world intended to pressure our country.

SECOND: End all subversive activities, the dropping or landing of weapons and explosives by air or sea, the organization of mercenary invasions, the infiltration of spies and saboteurs, and all actions being carried out from U.S. territory and a few accomplice countries.

THIRD: End the pirate attacks being carried out from bases in the United States and Puerto Rico.

FOURTH: End all violations of Cuban airspace and territorial waters by U.S. aircraft and warships.

FIFTH: Remove the Guantánamo Naval Base and return Cuban territory occupied by the United States.

COMUNICADO:

(Publicado en Revolución, el lunes 29 de octubre de 1962)

El Primer Ministro Fidel Castro, dio a la publicidad la siguiente declaración:

En relación con el pronunciamiento formulado por el Presidente de los Estados Unidos, John F. Kennedy, en carta enviada al Primer Ministro de la Unión Soviética, Nikita Jruschov, en el sentido de que los Estados Unidos aceptarían, después de establecerse adecuados arreglos a través de las Naciones Unidas, eliminar las medidas de bloqueo en vigor y dar garantías contra una invasión a Cuba; y en relación con la decisión anunciada por el Primer Ministro, Nikita Jruschov, de retirar del territorio cubano las instalaciones de armas de defensa estratégica, el Gobierno Revolucionario de Cuba, declara que:

No existirán las garantías de que habla el Presidente Kennedy contra una agresión a Cuba, si, además de la eliminación del bloqueo naval que promete no se adoptan, entre otras, las siguientes medidas:

PRIMERO: Cese del bloqueo económico y de todas las medidas de presión comercial y económica que ejercen los Estados Unidos en todas partes del mundo contra nuestro país.

SEGUNDO: Cese de todas las actividades subversivas, lanzamiento y desembarco de armas y explosivos por aire y mar, organización de invasiones mercenarias, filtración de espías y saboteadores, acciones todas que se llevan a cabo desde el territorio de los Estados Unidos y de algunos países cómplices.

TERCERO: Cese de los ataques piratas que se llevan a cabo desde bases existentes en los Estados Unidos y en Puerto Rico.

CUARTO: Cese de todas las violaciones de nuestro espacio aéreo y naval por aviones y navíos de guerra norteamericanos.

QUINTO: Retirada de la Base Naval de Guantánamo y devolución del territorio cubano ocupado por los Estados Unidos.
